This study is motivated by the rapid development of digital technology, which requires the integration of Islamic Religious Education (PAI) and digital literacy to develop a Qur’anic generation. So far, PAI learning and digital literacy have often been implemented separately, resulting in less optimal character development in the digital era. The purpose of this study is to analyze the synergy between PAI and digital literacy, identify effective integration patterns and characteristics, and formulate a conceptual learning model to build a Qur’anic generation. This research employs a literature study method with a qualitative descriptive-analytical approach by reviewing relevant scholarly sources published between 2020 and 2025. Data analysis was conducted using content analysis techniques, including data reduction, categorization, interpretation, and synthesis. The findings reveal that the synergy between PAI and digital literacy can be implemented through contextual technology-based learning, the use of educational digital media, and the internalization of Qur’anic values in students’ digital activities. The study concludes that effective PAI learning in the digital era must integrate religious knowledge, digital literacy skills, and Qur’anic character development in a balanced and systematic learning framework.
