ANALISIS KEBIJAKAN DALAM KEPEMERINTAHAN DAERAH
Abstract
Public policy at the regional government level is a crucial instrument in realizing effective and responsive governance that meets community needs. However, in practice, various challenges remain, both in the formulation, implementation, and evaluation of policies. This study aims to comprehensively analyze the policy process in regional governance, identify inhibiting and supporting factors in its implementation, and propose strategic recommendations to improve policy quality based on evidence-based policy. The research method employed is library research by reviewing various sources such as academic books, scholarly journals, policy documents, and official government publications relevant to the topic. The findings indicate that policy formulation at the regional level tends to be top-down and bureaucratic, implementation is heavily influenced by bureaucratic capacity and interagency coordination, and evaluation is more administrative than substantive. The inhibiting factors identified include budget limitations, low public participation, the dominance of local political interests, and weak utilization of data, while the supporting factors are regional autonomy regulations, good governance principles, and emerging digital innovations. This study concludes that there is a gap between public policy theories and practical realities in local governance, and therefore strengthening bureaucratic capacity, enhancing community participation, improving impact-based evaluation systems, and maximizing the use of digital technology and data are crucial for reinforcing evidence-based policy.
