The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The research subjects include counseling teachers, students, and the school principal. The results indicate that counseling teachers play a significant role in shaping students' morals through various approaches such as individual counseling, group counseling, and character-building activities. Counseling teachers also act as role models, mediators, and facilitators in creating a conducive school environment for students' moral development. However, there are several obstacles such as limited time, lack of resources, and low student awareness that affect the effectiveness of moral development. This study recommends enhancing training for counseling teachers, providing adequate resources, and fostering collaboration between schools, parents, and the community to support students' moral development.
