Abstract

Efforts to improve the quality of educational services can be pursued by enhancing the human resource capacity of educational personnel as the administrators of educational implementation, particularly in the teaching and learning process. This study aims to examine the implementation, supporting factors, and inhibiting factors in the management of educational personnel resources in an effort to improve the quality of Islamic Religious Education services. This research employs a descriptive design with a qualitative approach. Data were collected through observation, interviews, and documentation. The collected data were then analyzed through the stages of data reduction, data presentation, and conclusion drawing. The findings of the study indicate that the implementation of educational personnel resource management in enhancing the effectiveness of Islamic Religious Education at MA Al-Fatah Natar, South Lampung, is relatively effective. The implementation includes the following aspects; a) Planning, which is carried out by assigning teachers according to their educational background, ensuring a minimum qualification of a bachelor's degree (S1), and demonstrating proficiency in the use of appropriate teaching methods and media;
b) Guidance and development, which involves including teachers in training and seminars, motivating them to pursue higher education, providing rewards for high-performing teachers, and imposing disciplinary actions on those who demonstrate poor performance or lack discipline. Furthermore, teachers are actively involved in the development of the madrasah and are encouraged to develop their ideas and potential; c) Assessment, conducted by the head of the madrasah through direct supervision of teacher activities, with follow-up actions taken promptly as a form of professional development;
d) Compensation or rewards, which are provided in the form of recognition and attention, particularly to honorary teachers, as a form of appreciation for their contributions. The supporting factors in the implementation of educational personnel resource management to improve service quality include government support for improving the quality of madrasah teachers, the presence of educational autonomy within madrasahs, and the availability of adequate learning facilities. Conversely, the inhibiting factors arise from the teachers themselves, as well as the suboptimal planning and implementation of teacher quality improvement programs.
