This study aims to analyze strategies for developing human resources (HR) in madrasahs through an Islamic competency-based training program to improve the performance of teachers and administrative staff. HR development is a critical need for madrasahs in facing the challenges of educational modernization, the implementation of the Merdeka Curriculum, and increasing demands for instructional quality. The Islamic competency-based training model was chosen because it integrates professional skills with Islamic values such as trustworthiness (amanah), excellence (ihsan), honesty (sidq), discipline, and spiritual responsibility. This research employed a descriptive qualitative approach using observation, in-depth interviews, and documentation as data collection techniques. Data were analyzed using the Miles and Huberman model to identify implementation patterns and their impact on HR performance. The findings indicate that Islamic competency-based training significantly improves pedagogical, digital, managerial, and administrative competencies among madrasah HR. Teachers become more creative in designing lessons, more proficient in educational technology, and more responsible in performing their duties. Administrative staff demonstrate increased productivity, quality service, and professionalism grounded in Islamic ethics. Additionally, the training reinforces character development by embedding Islamic values throughout the training process. The role of the head of the madrasah and continuous supervision are crucial factors in sustaining the effectiveness of the program. Overall, this study concludes that Islamic competency-based training is an effective, relevant, and applicable strategy for enhancing madrasah human resources while strengthening Islamic work culture. This model is recommended for continuous implementation across madrasahs as part of institutional quality improvement.
