Abstract

Citizenship Education (Fiqh) is one of the subjects in elementary school, which aims to instill attitudes and behavior in daily life that are based on Pancasila values both as individuals and as members of society.The problem in this research is the teacher's lack of ability to manage Civics learning in class IV of SD Negeri Wonorejo 04, Semarang Regency, lack of student activity in Civics learning, and low learning achievement. The problem solving used to overcome this problem is by implementing PAKEM. The objectives of this research are 1) To improve teachers' abilities in managing Civics learning through the implementation of PAKEM; 2) To increase student activity in Civics learning through the implementation of PAKEM; 3) To improve student learning achievement in Civics learning through the implementation of PAKEM.This research method uses classroom action research with stages of planning, action, observation and reflection. The subjects of this research were teachers and students of class IV at SD Negeri Wonorejo 04, Semarang Regency.The results of the research show that the quality of Civics learning through the implementation of PAKEM has increased as evidenced in this research by increasing teachers' ability to manage learning, student activities and student learning achievement.
