PERAN PENGHULU TERHADAP PENCATATAN PERKAWINAN (Studi pada KUA Kecamatan Marga Sekampung Lampung Timur)

Abstrak

This research aims to identify and analyze the role of the penghulu (marriage registrar) in the implementation of marriage registration at the Office of Religious Affairs (KUA) of Marga SekampungDistrict, North Lampung Regency. The study is based on the importance of the penghulu’s role not only as an officiant of marriages but also as a supervisor and guarantor of lawful marriage registration in accordance with applicable regulations. This study uses a qualitative approach with data collected through interviews, observation, and documentation. The results show that the penghulu plays a vital role in ensuring that the marriage registration process complies with administrative procedures and Islamic law. Furthermore, the penghulu also provides counseling to prospective couples regarding the importance of marriage registration for legal certainty and the protection of family rights. However, some challenges remain, such as the community’s low awareness of marriage registration and the limited resources available at the KUA.
