PERAN PENGHULU TERHADAP PENCATATAN PERKAWINAN (Studi Pada KUA Kecamatan Abung Semuli Lampung Utara)

Abstract

This study aims to analyze the role of the penghulu in the marriage registration process at the Office of Religious Affairs (KUA) of Abung Semuli Subdistrict, North Lampung. Marriage registration is a crucial aspect of state administration to ensure legal certainty for married couples, including their legal status, civil rights, and child protection. In this context, the penghulu plays a strategic role not only as the official who solemnizes marriages but also as a supervisor, advisor, and administrator responsible for accurate marriage documentation. This research employs a qualitative descriptive approach, utilizing interviews, observations, and documentation for data collection. The findings indicate that the penghulu at the Abung Semuli KUA has carried out his duties in accordance with existing regulations, although several challenges remain, such as limited administrative facilities, low legal literacy among the community, and suboptimal coordination between the bride and groom, village authorities, and the KUA office. This study highlights the importance of strengthening the capacity of KUA officials and enhancing public education to ensure a more orderly and effective marriage registration system
