Peranan Pegawai Pencatat Nikah (PPN) Dalam Menanggulangi Perkawinan Di Bawah Umur (Studi di Kantor Urusan Agama Kecamatan Tannjung Raja Kabupaten Lampung Utara)
Abstrak
The marriage registrar not only plays a role in registering marriages, but also functions as a mediator in resolving divorce disputes through non-litigation at the Office of Religious Affairs (KUA). This study aims to examine the extent of the role and function of the marriage registrar as a mediator, how the mediation stages are carried out, and its compliance with the provisions of Permenpan No. 62 of 2005 Article 6d. Marriage registration is crucial because without official registration, a marriage has no legal force. Consequently, if one party neglects their responsibilities, the other party does not have a valid legal basis to file a lawsuit, due to the lack of authentic evidence of the marriage. Based on the research findings, the role of the marriage registrar is very significant in marriage registration. As a Marriage Registrar, the marriage registrar has the responsibility to receive marriage notifications, record, verify the marriage wishes of the prospective bride and groom and their guardians, and announce, secure, and record marriage events both those taking place at the KUA and outside the KUA. In addition, the registrar is also tasked with supervising the implementation of marriage and reconciliation in accordance with Islamic teachings and is responsible for the administration of NTCR (Marriage, Divorce, and Reconciliation).
