ANALISIS PERAN PROGRAM USAHA AGRIBISIS (PUAP) DALAM MENINGKATKAN KESEJAHTERAAN KELOMPOK TANI DALAM PRESPEKTIF EKONOMI ISLAM TAHUN 2025

Abstract

The Agribusiness Development Program (Program Usaha Agribisnis Perdesaan/PUAP) has been implemented as a strategic government initiative aimed at strengthening rural agribusiness institutions and improving farmers’ welfare through access to capital and empowerment-based economic activities. This study analyzes the role of the PUAP program in enhancing the welfare of farmer groups from the perspective of Islamic economics in 2025. The research employs a qualitative approach with a descriptive-analytical method, utilizing data collected through interviews, observations, and documentation involving farmer group members, program administrators, and relevant stakeholders. The findings indicate that the PUAP program plays a significant role in improving farmers’ economic conditions by increasing production capacity, expanding business opportunities, and strengthening group-based economic cooperation. From the perspective of Islamic economics, the implementation of PUAP reflects fundamental principles such as justice (‘adl), mutual assistance (ta‘awun), responsibility (amanah), and welfare (maslahah). The revolving fund mechanism and group-based management system encourage collective responsibility and minimize exploitative practices, aligning with Islamic values that prohibit riba, gharar, and unjust economic behavior. However, the study also reveals several challenges, including limited managerial capacity, uneven understanding of sharia-based financial principles among farmer groups, and dependency on external assistance. These obstacles affect the sustainability and optimal utilization of the program. Despite these limitations, PUAP contributes positively to improving farmers’ income stability and socio-economic resilience when managed in accordance with Islamic economic principles. In conclusion, the PUAP program has a meaningful impact on enhancing the welfare of farmer groups when viewed through the lens of Islamic economics. Strengthening institutional capacity, integrating sharia-compliant financial literacy, and enhancing supervision are recommended to ensure the program’s sustainability and alignment with Islamic economic objectives in achieving holistic rural welfare.
